Keynote Speakers


Frank J. Garcia

Frank J. Garcia is professor of international and comparative law at the Boston College Law School. His principal research interests include globalization, the link between trade and global social issues such as development and human rights; and regional economic integration in the Americas. Professor Garcia directs the Law and Justice in the Americas Program, and is a member of the American Political Science Association, the American Philosophical Association, and the American Society of International Law. He also serves on the boards of the Journal of International Economic Law, the Procedural Aspects of International Law Institute, and the Boston Network for International Development.


Senator Larry Craig

The United States-Canada softwood lumber dispute is one of the most significant and enduring trade disputes in modern history, and since his first days in Congress, Senator Larry Craig has been involved in the debate.  He worked directly with then-Secretary of Commerce Malcolm Baldridge and U.S. Trade Representative William Brock to successfully formulate the first Canadian Softwood Lumber Agreement.  With each chapter of the  dispute that has unfolded over the last 25 years, Senator Craig has remained involved in the process, counseling Administrations of both political stripes, meeting with Canadian officials, and leading Congressional efforts to promote a fair resolution of conflicts in this area.  Senator Craig serves on the Committee on Energy and Natural Resources, where he is the immediate past-Chairman of  the Subcommittee on Public Lands and Forests.  He also serves on the Senate Appropriations Committee, overseeing funding for all federal government operations.  He is a member of the Committee on Environment and Public Works, where he is the Ranking Republican of the Subcommittee on Superfund and Environmental Health.
