Law Student Scholarships for Non-U.S. Citizens 

Most scholarships require the recipient to be either a citizen or permanent legal resident of the United States.  Here are listed scholarships for which foreign nationals are eligible; a few are reserved solely for non-citizens.  Unless specifically noted, scholarships are available for students attending any ABA-accredited law school in the United States.

AAUW International Fellowships
Deadline: around December 1.
Eligibility: Women who are not U.S. citizens pursuing master’s / professional degrees in the U.S.
Award: $18,000.
Criteria: Eleven listed criteria, including commitment to the advancement of women & girls in home country.
Sponsor: American Association of University Women.
 

Foundation for Amateur Radio Scholarships
Deadline: around April 15.
EligibilityUndergraduate and graduate students who are ham radio operators. Different scholarships require different levels of license.
Awards:  Quarter Century Wireless Association Scholarships: Sixteen scholarships of $1,000-$1,500 for undergraduate and graduate students who are members, or recommended by members, of the Quarter Century Wireless Association. Non-U.S. Amateurs are eligible.
Young Ladies’ Radio League Memorial Scholarships: Two scholarships of $1,500 for undergraduate and graduate students who hold an FCC Technician Class or equivalent foreign authorization. Preference given to women. Non-U.S. Amateurs are eligible. 
Sponsor: Foundation for Amateur Radio.

John Gyles Education Awards
Deadline: around June 1.
Eligibility: Entering and current graduate students in the U.S. or Canada; must be citizens of either Canada or the U.S.
Award: Up to $3,000.
Sponsor: John Gyles Education Center.
 

Dr. Gombojab Hangin Memorial Scholarship
Deadline: around January 1.
Eligibility: Undergraduate and graduate students of Mongolian heritage who permanently reside in Mongolia, China, or the former Soviet Union.
Award: Up to $2,400.
Sponsor: The Mongolia Society.
 

Jewish Federation of Metropolitan Chicago Scholarships
Deadline: around February 15.
Eligibility: Jewish students legally domiciled in the metropolitan Chicago area.  U.S. citizenship is not required.
Award: Varies.
Criteria: Career promise and financial need.
Sponsor: Jewish Vocational Service

W.L. Mackenzie King Memorial Scholarships
Deadline: around February 1.
Eligibility: Graduates of Canadian universities pursuing graduate study. The W.L. Mackenzie King Open Scholarship recipients may pursue graduate study in any discipline, in Canada or elsewhere. The W.L. Mackenzie King Travelling Scholarship is limited to persons pursuing graduate study in international or industrial relations, including the international or industrial relations aspect of law.
Award: Up to five awards of up to $11,000.
Criteria: Academic achievement, personal qualities, demonstrated aptitude, proposed program of study.
Sponsor: Mackenzie King Scholarship Trust.
 

Korean American Scholarship Fund Western Region Scholarships
Deadline: around May 15.
Eligibility: Fulltime students with a 3.0 GPA. May be U.S. citizen or permanent resident or have student visa.
Award: $2,000 and up.
Criteria: Korean heritage, activities, academic achievement, financial need.
Sponsor: Korean American Scholarship Foundation.

La Raza Lawyers Scholarships
Eligibility: Latina / Latino law students from different areas of California.
Virtually all of the 18 affiliate La Raza Lawyers Associations in California offer scholarships to Latina and Latino residents of their geographical locations who are currently enrolled in law school. Awards range up to $2,500.
Sponsor: Affiliate groups of La Raza Lawyers of California.

P.J.C. Lindfors Legal Scholarship
Deadline: around February 1.
Eligibility: Law students; must be U.S. or Finnish citizens.
Award: $500-$3,000.
Criteria: Academic achievement, financial need, course of study, citizenship, involvement in Finlandia Foundation.
SponsorFinlandia Foundation National.

Margaret McNamara Memorial Fund (MMMF) Scholarships
Deadline: around February 15.
Eligibility: Women, over age 25, from over 120 developing countries who are pursuing graduate degrees in the U.S. or Canada. Must have a record of service to women or children in her country and commit to performing 2 years of service in her county after graduation.
Award: $11,000.
Sponsor: Margaret McNamara Memorial Fund, c/o the World Bank Family Network.

Mensa Foundation International Scholarships
Deadline: around January 15.
Eligibility: Mensa members, and their children under age 25, from outside the U.S..
Award: One award of $1,000.
Criteria: Solely judged on 550-word essay.
Sponsor: Mensa Education & Research Foundation.
 

G. Russell Morgan Scholarship and Gayle and Harvey Rubin Scholarship
Deadline: around March 1.
Eligibility: Oregon residents, including non-citizens, currently pursuing J.D. degrees.
Sponsor: Oregon Student Assistance Commission. See the OSAC website for many more scholarships for which law students are potentially eligible.

Lionel Murphy Overseas Postgraduate Scholarships
Deadline: around September 1.
Eligibility: Australian citizens pursuing postgraduate degrees in law, science, or other disciplines outside Australia.
Award: Up to $30,000 Australian.
Sponsor: Lionel Murphy Foundation.

OAS Graduate Scholarships
Deadline: around June 15.
Eligibility: Graduate students who are citizens of OAS member states. Scholarships may be used in any OAS state except the one sponsoring the student.
Award: May include tuition and fees, travel, a book allowance, health insurance, and a monthly subsistence allowance.
Sponsor: Organization of American States.

P.E.O. Educational Loans
Deadline: Contact P.E.O.
Eligibility: Undergraduate and graduate women students recommended by local P.E.O. chapters; must be (1) citizens or permanent legal residents of the U.S. or Canada, and (2) within two years of completing course of study..
Award: Up to $9,000 loan at 4% interest
Sponsor: P.E. O. Sisterhood.
 

P.E.O. International Peace Scholarships
Deadline: around December 15 for eligibility application and January 15 for application package.
Eligibility: International women students pursuing graduate study in the U.S. and Canada; U.S. and Canadian citizens are not eligible.
Award: Up to $10,000.
Criteria:
Sponsor: P.E. O. Sisterhood.
 
 

Leo S. Rowe Pan American Fund Loans
Deadline: Applications accepted continuously.
Eligibility: Undergraduate and graduate students attending universities within the U.S., who are citizens of OAS member states in the Caribbean or Latin American .
Award: Interest free loans of up to $7,500. Students may borrow up to $15,000 total.
Sponsor: Leo S. Rowe Pan American Fund.
 

SALEF Scholarships
Deadline: around June 1.
Eligibility: Undergraduate and graduate students of Salvadoran, Central American, and Latino background.
Award: Over 50 awards; amount varies.
Criteria: Community involvement, educational promise.
Sponsor: Salvadoran American Leadership and Education Fund

Paul & Daisy Soros Fellowships for New Americans
Deadline: around November 1.
Eligibility: (1) New American, i.e., resident alien, naturalized citizen, or child of two naturalized parents, (2) not over 30 years old, (3) retain loyalty and sense of commitment both to country of origin and to the United States.
Award: Thirty fellowships for up to two years of graduate or professional study, consisting of 1/2 tuition plus maintenance grant of $20,000.
Criteria: Evidence of at least two of the following three attributes: (1) creativity, originality, and initiative, (2) capacity for accomplishment, and (3) commitment to the values expressed in the U.S. Constitution and Bill of Rights.
Sponsor: Paul & Daisy Soros Foundation.

Swiss Benevolent Society of New York Scholarships
Include the Pellegrini, Sonia Streuli Maguire, and Zimmerman Scholarships.
Deadline: around March 15.
Eligibility: Undergraduate and graduate students who (1) are Swiss citizens or the child of a Swiss citizen, and (2) are permanently domiciled in Connecticut, Delaware, New Jersey, New York, or Pennsylvania.
Award: Vary by scholarship; over 50 awards of $500–$6,000.
Sponsor: Swiss Benevolent Society of New York.
